Background
The Meads Open Space and Lyndhurst Park are located within the Silk Stream catchment area and have been identified as a location to introduce natural flood management practices which will reduce the flood risk of properties downstream in the catchment.
Action for Silk Stream is a partnership project, led by the London Borough of Barnet and the London Borough of Harrow with involvement from a variety of stakeholders including Thames21 and the Environment Agency.
The project is funded by Defra as part of the £200 million Flood and Coastal Innovation Programmes which is managed by the Environment Agency. The project explores opportunities to reduce flooding and pollution while creating tangible environmental benefits within the Silk Stream catchment.
The proposed scheme aims to:
- reduce flood risk to properties within the Silk Stream catchment by increasing the storage of water within the open space
- create new habitats for wildlife
- deliver biodiversity, environmental and amenity enhancements to the park and its users.
What we are proposing
Following an initial community co-design workshop with local residents, and further discussions with the Environment Agency, and our project partners, we now want to hear your views on our proposals.
The scheme proposes to:
- adjust the slopes of the channel banks in the Burnt Oak Brook to be safer and more stable, while increasing the storage of water in the Meads Open space
- introduce natural flood management features to the channel such as landscaping mounds (small bunds) and wetland storage areas
- undertake general landscaping including new low-lying mounds and meadow areas.

What happens after the consultation closes?
The council will use the consultation findings to inform our final designs. We will publish the results of the consultation, our decision and how we are acting on the results of the consultation on this web page on 30 April 2025.
