Review of Capita contracts

This consultation has now closed.

Overview

The council has two major contracts with the private contractor Capita and this consultation is seeking your views on a review of these two contracts.

The first contract, known as the CSG (Customer and Support Group) contract, is for the delivery of the council’s “back office” functions, including finance, human resources, customer services and information technology. The CSG contract is between the council and Capita.

The second contract, known as the RE (Regional Enterprise) contract, relates to the provision of development and regulatory services. These include planning, regeneration, highways, environmental health and cemeteries/crematorium. This contract is between the council and a joint venture company that is jointly owned by Capita and the council, known as Regional Enterprise Limited, or RE.

The contracts started in 2013 and are both due to run for 10 years.

The council regularly reviews its service delivery arrangements, in line with its commitment to ensuring that they are as effective and efficient as possible. As part of this approach, the council is carrying out a phased review of all of the services that are provided through the contracts, to consider the most appropriate delivery arrangements for each service in the future. This may result in future services being delivered by the council, by Capita or by another provider.

To find out more about the review please read our consultation document.

What are we seeking your views on?

We are keen to give everyone – Barnet residents, residents who live outside the borough and who use our services, businesses, local community groups and people who work in Barnet – the opportunity to have their say on our proposals. In particular, we are seeking your views on:

  • the aims that we have proposed as the basis on which to assess the future delivery arrangements for each service
  • the proposed phasing of services for review
  • the quality of services that you have used
  • the council’s approach for delivering services.

We also want to give you an opportunity to submit any other comments you may have about the contract review.

You can view the full Policy and Resources Committee Contract Review Report, which sets out the council’s proposed approach here.

The findings from the consultation will be considered before any decisions regarding the future arrangements for delivering services are made.
