A priority area for making our streets safer and cleaner are the roads around our schools. 

The aim of the schemes is to create a safer environment for pupils to walk and cycle to school and to deal with the high traffic volumes around schools at certain times of the day. The schemes also help to prevent potential conflicts between vehicles and pedestrians, crowding from pupils and parents outside school gates, as well as preventing the potential of young children being forced onto the roads with traffic. 


School Street scheme proposals for Holly Park Primary School

This year Holly Park Primary was identified as a school that would benefit from being included as one of the seven experimental School Street schemes. We are now engaging on the scheme to find out how residents, and other key stakeholders, would feel about implementing a temporary school street in this area.

The School Street Schemes are looking to be delivered under experimental traffic orders for up to 18 months. During this time there will be an opportunity to feedback comments. There will be a review within the 18 months to see if the schemes will be retained, altered or removed. 

We are currently establishing a School Streets policy which may have changes and will go to Cabinet in July 2023. This Policy will give more information on how a school street will work and exemptions.

Key elements of the School Street scheme proposals for Holly Park Primary: 

  • The proposals would see the following sections closed to general traffic during school drop off and pick up times, 8.30-9.15am and 3.00-3.45pm, Monday to Friday:

    • Bellevue Road between The Crescent and Holly Park Road

  • During these hours this section of road will become a Pedestrian and Cycle Zone. The timed closure will be enforced with the use of ANPR (Automatic Number Plate Recognition) cameras. 

  • Make the parking restrictions on junction of Holly Park Road with Bellevue Road double yellow lines.

  • Residents, businesses located within the School Street, blue badge holders, and emergency vehicles are amongst those that will be allowed vehicular access to the School Street during the prescribed times. For a a full list, read our School Street FAQs below.

What happens after the engagement closes 

The findings for the scheme will help us determine if the scheme should be implemented, and if so what actions need to be taken to address any areas of concern. Once a decision has been made, we will write to local residents, business and schools in the affected areas to advise of them of the implementation of the school street under an experimental order.

    We asked for your views on the implementation of a controlled pedestrian and cycling zone during school pick up and drop off hours, or ‘School Street’, on Bellevue Road (between The Crescent and Holly Park Road). The proposed times are 8.30-9.15am and 3.00-3.45pm, Monday to Friday, term time only.

    You said

    We received 87 responses to this engagement. 73.33% of respondents were supportive. 32.22% of respondents opposed the scheme. 1.11% of respondents neither supported nor opposed the scheme.

    7% of people thought the scheme would stop illegal and dangerous parking. 47.7% of respondents thought the scheme would improve safety. 4% of people thought it would reduce traffic. 7.7% of respondents thought the scheme would improve air quality

    22% of respondents thought the scheme would push traffic elsewhere. 7.7% of respondents objected to the double yellow design part of the scheme. 4% of respondents recommended the scheme be extended to other roads surrounding the school. 3% of respondents were concerned that this School Street scheme was too close to the St Johns and Friern Barnet scheme. 3% of respondents were concerned it would reduce parking for residents.

    12% of respondents did not give reasons for their opinion.


    Youth survey responses

    We received five responses to this engagement. 22% of respondents were supportive of the scheme. 66% of people opposed the scheme. 11% of respondents neither supported nor opposed the scheme.

    80% of respondents thought the scheme would improve air quality. 20% of respondents thought the scheme would improve safety.
