As explained on our School Streets Engagement page, we want our streets to be safe spaces for you to walk and cycle, for children to get to and from school safely and healthily, for businesses to be able to prosper, and for you to be breathing cleaner air. A priority area for making our streets safer and cleaner are the roads around our schools.  

The aim of the schemes is to create a safer environment for pupils to walk and cycle to school and to deal with the high traffic volumes around schools at certain times of the day. The schemes also help to prevent potential conflicts between vehicles and pedestrians, crowding from pupils and parents outside school gates, as well as preventing the potential of young children being forced onto the roads with traffic.  


School Street scheme proposals for Goldbeaters Primary School and The Annunciation Catholic Infant School  

This year, Goldbeaters Primary School and The Annunciation Catholic Infant School were identified as schools that would benefit from being included as one of the seven experimental School Street schemes. Due to the proximity of these schools to one another they can be served by the same School Street scheme.  

We are now engaging on the scheme to find out how residents, and other key stakeholders, would feel about implementing a temporary school street in this area.  

The School Street Schemes are looking to be delivered under experimental traffic orders for up to 18 months. During this time there will be an opportunity to feedback comments regarding the experimental order. There will be a review within the 18 months to see if the schemes will be retained, altered or removed.   

We are currently establishing a School Streets policy which may have changes and will go to Cabinet in July 2023. This Policy will give more information on how a school street will work and exemptions. 

Key elements of the School Street scheme proposals for Goldbeaters Primary School and The Annunciation Catholic Infant School:  

  • The proposals would see the following sections closed to general traffic during school drop off and pick up times, 8.30-9.30am and 3.00-4.00pm, Monday to Friday:

    • Thirleby Road between Gunter Grove and Montrose Avenue

    • Trevor Road between Thirleby Road and Gloucester Grove

    • Thirleby Road between Gloucester Grove and Gervase Road

    • Gilbert Grove between Watling Avenue and Thirleby Road

  • During these hours this section of road will become a Pedestrian and Cycle Zone. The timed closure will be enforced with the use of ANPR (Automatic Number Plate Recognition) cameras.  

  • Residents, businesses located within the School Street, blue badge holders, and emergency vehicles are amongst those that will be allowed vehicular access on the School Street during the prescribed times. For a a full list, read our School Street FAQs below.

What happens after the engagement closes  

The findings for the scheme will help us determine if the scheme should be implemented, and if so what actions need to be taken to address any areas of concern. Once a decision has been made, we will write to local residents, business and schools in the affected areas to advise of them of the implementation of the school street under an experimental order.

    We asked for your views on the implementation of a ‘School Street’ which is a controlled pedestrian and cycling zone during school pick up and drop off hours on the following roads:

    • Thirleby Road between Gunter Grove and Montrose Avenue, and between Gloucester Grove and Gervase Road
    • Trevor Road between Thirleby Road and Gloucester Grove
    • Gilbert Grove between Watling Avenue and Thirleby Road,

    The proposed times are 8.30-9.30am and 3.00-4.00pm Monday to Friday, term time only.


    You said

    We received 43 responses to this engagement. 34.88% of respondents were supportive of the measures. 55.81% of respondents were opposed to the measures. 9.3% of respondents neither support nor opposed.

    11.6% of respondents thought it would improve safety; 7% of respondents said they thought it would improve air quality; 14% of respondents thought the scheme would stop illegal and dangerous parking.

    26% of respondents expressed concern that it would affect access to the road for people who needed it, like residents, carers, teachers, taxi/trade/delivery vehicles, friends and family. 14% of people were concerned that the scheme would push traffic elsewhere and 11% of respondents expressed concern that the scheme would impact working parents’ ability to get to work after dropping their children at school.

    9% of people recommended the scheme also included Gunter Grove.

    9% of respondents did not comment on their reasons.

    We also received further correspondence from school staff regarding concerns with parking for parents.


    We did

    Based on results from the engagement that showed the majority of residents were not in favour of these proposed School Streets, and our discussion with the schools, we have decided not to progress with a School Street for Goldbeaters Primary School and The Annunciation Catholic Infant School.
