Overview

As is the case across London, Barnet Council is looking for new ways to make transport and access to vehicles much easier for all residents. One of the central focuses for this initiative has been the use of car clubs, which provide easy short term access to vehicles for those that cannot afford them. TfL have provided guidance on the use of car clubs in London, their strategy for them can be viewed here.

To facilitate this, Barnet Council is currently considering introducing floating car club operators in the borough. Traditional car clubs have been successful in Barnet, offering a significant number of Barnet residents and businesses access to a car when they need one, without having to finance a personal vehicle themselves. A description of the differences between the two types of clubs is available here.

The new proposal would see the following outcomes:

• the presence of floating car club operators across Barnet

• the presence of a limited number car club vehicles in Controlled Parking Zones (CPZs) and other non-specific bays

• a viable way of accessing vehicles at short notice for anyone, including business users

• increased access to vehicles for low income families or households that perhaps would not be able to afford to own a car

• reduction of car ownership, which would create more parking spaces in residential areas

• improved access options for areas that are perhaps not served to well with public transport or other

Floating car club operators have developed an increasing presence in both European and North American cities. Some operators have been present across North and South London since 2014, and are planning to expand across the city into boroughs adjacent to the current business area, including Barnet.

    We received 58 responses to the online questionnaire. Almost three-quarters of respondents (71%) were in support of the introduction of floating car clubs into the borough. The responses generally supported the outcomes proposed by floating car clubs, such as reducing car ownership, are likely to be achieved.

    All the responses were considered and the council will proceed with the introduction of floating car clubs in Barnet, which will take place over the summer of 2018. You can read more about the feedback from the consultation here.
