Overview

What is CIL?

The Community Infrastructure Levy (the ‘levy’) is a charge which can be levied by local authorities on new development in their area. It is an important tool for local authorities to use to help them deliver the infrastructure needed to support development in their area.

What are we doing?

London Borough of Barnet are proposing that the rate that we charge be increased and has published details of the proposed rates in the Draft Charging Schedule. This is the first review we have done since adoption of CIL in 2013. The increased rate is supported by evidence on viability of development in the borough and the need to charge CIL to fund infrastructure to support development.

Under regulation 17 comments are invited from residents and businesses, voluntary bodies operating in Barnet and local business groups. Consultation Bodies including local planning authorities, neighbourhood forums and the Mayor of London will be notified and invited to make representations.

  • Thank you for taking the time to look at Barnet Council’s CIL Draft Charging Schedule and supporting evidence.   Your feedback is important to us.   This is the first review of rates charged that we have done since adoption of CIL in 2013.  The proposed change to rates is supported by evidence on viability of development in the borough and the need to charge CIL to fund infrastructure to support development.  We would like your views on the proposal to amend the rates charged as set out in the Draft Charging Schedule as well as any comments on the evidence documents.  

    All consultation comments will be taken into account before the draft charging schedule gets submitted for examination under regulation 17 of the CIL regulations 2010. Representations will be reviewed by officers and advice sought from the council’s viability consultants if necessary.  The results of consultation will be reported to Policy and Resources committee and if appropriate, the committee will be asked to agree submission of the Draft Charging Schedule and other evidence documents, including updates to the Council’s draft Infrastructure Delivery Plan, to the Planning Inspectorate for examination.

To ensure personal information about you is secure, all of your answers will be treated in the strictest confidence and will be stored securely in an anonymous format.  However, under Regulation 16 we are required to make you aware that you can request the right to be heard by the examiner and that you can request to be notified when milestones in the examination process are reached.  If you answer yes to the right to be heard or notified questions then contact details will need to be provided.
