Background

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses and their visitors and customers. These systems are called Controlled Parking Zones.

We continuously monitor parking in Barnet and listen to residents’ concerns. As part of this monitoring, and in response to concerns raised by residents living in the Burnt Oak North Area in relation to commuter and erroneous parking, which included a petition of 135 signatures from Littlefield Road, the council’s Hendon Area Committee carried out an informal parking engagement.

The engagement

Background

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses and their visitors and customers. These systems are called Controlled Parking Zones.

We continuously monitor parking in Barnet and listen to residents’ concerns. As part of this monitoring, and in response to concerns raised by residents living in the Burnt Oak North Area in relation to commuter and erroneous parking, which included a petition of 135 signatures from Littlefield Road, the council’s Hendon Area Committee carried out an informal parking engagement.

The engagement was carried out between 3 November and 1 December 2021 and sought views on proposals to introduce a residential permit parking scheme (CPZ) in the Burnt Oak North area.


Findings from the informal engagement

A total of 233 responses were received with the majority of those that responded indicating they were in favour of parking controls (72%). Residents consulted had stated that commuter parking was the biggest factor to the issues they were facing. The other main issues mentioned includes dangerous parking reported along Pavilion Way and Truman Close, requests for parking restrictions to improve road safety, parking congestion associated with the school run, request for permit controls in Orange Hill Road, Blessbury Road and surrounding streets, concerns that new developments in the area are reducing parking for residents and displacement parking occurring from adjacent CPZ’s.


How we are acting on the results of the informal engagement

We have thoroughly reviewed all the comments received during the informal engagement and to address the majority of residents’ parking issues, it has been agreed to progress with the implementation of an experimental (trial) CPZ scheme. The experimental CPZ will be named Burnt Oak North (BON) and will come into operation on 22 May 2023.

Where and how the experimental CPZ Scheme will operate

A summary of the roads that are included in the Burnt Oak North Experimental CPZ, and a map of the CPZ are provided in the links below.


The experimental CPZ will operate from:

  • Monday to Sunday between 8am and 6.30pm
  • parking restrictions will be implemented in areas of concern to improve road safety
  • pay by phone and shared use bays will be implemented in suitable locations to serve the community and support local businesses


  • the scheme will be implemented for a period of up to eighteen months, comments, received during the first six months will constitute as the statutory consultation
  • the scheme enables officers time to consider any comments received, assess the effectiveness of the parking controls, and make changes if required.


When and how the scheme will be Implemented

Implementation of the scheme will to start on Monday 13 March 2023 and will be completed by Monday 27 March 2023 (weather permitting). The works will include:

  • the marking of parking bays, yellow lines and erecting signs & posts
  • where possible, roads will be designated as Permit Parking Areas (PPAs), this allows us to remove the need for marked parking bays and posts & signs, whilst maximising kerb space and reducing the environmental impact of the street scene
  • before works begin, we will erect warning notices on lamp columns in the affected streets which will advise residents to keep some areas free from parked vehicles (usually 10 meters from road junctions and across driveways)
  • in other areas residents should park close to the kerb so that bay markings can be laid.

Parking permits: residents and businesses with properties within the CPZ experimental area, that meet the correct criteria, can apply for a parking permit:

  • applications can take place from 13 March 2023, prior to the experimental CPZ being implemented on the 22 May 2023
  • all properties in the effected area have been written to, informing them of the experimental CPZ and how to apply for a parking permit.


How to give your views on the experimental scheme

When the scheme becomes operational on 22 May 2023, we would welcome any views you may have. Representations or comments must be made in writing before 26 November 2023.

In particular we are seeking the views of local residents and business and have already written to all properties situated within the experimental CPZ area, explaining our proposals in full and inviting them to take part in this consultation.

In line with the Statutory process, responses to the consultation will be reviewed once the six-month experimental period has ended.


What happens when the consultation period elapses?

The council will use the data obtained from the engagement to inform our final decision. We will publish the results of the scheme, our decision and how we are to proceed on this web page in due course.

    We asked

    We asked for your views on the experimental Controlled Parking Zone (CPZ) named Burnt Oak North (BON). The experimental zone ran for 18 months, with the initial 6 months constituting the statutory consultation. Initially the zone would run from Monday to Sunday between 8am and 6.30pm.

    You said

    198 residents responded to the statutory consultation, with 97 objecting.

    The primary cause for concern was that the operational days and times were excessive across the zone due to the inconvenience this is causing for those visiting on weekends. 62 responses were received on this matter.

    The requests received and approved were:

    • Not enough general permit bays near amenities
    • More parking bays needed for those visiting amenities
    • Additional drop off facility for a local school
    • Restrictions to be reviewed in the North Road Estate area
    • Double yellow lines to be reviewed to increase parking capacity
    • Loading bay to be implemented in Deansbrook Road to assist the businesses.

    We did

    Upon the review of all comments, the experimental CPZ will be made permanent with the following changes:

    • The operational days will be reduced from Monday - Sunday to Monday - Friday.

    Based on the feedback received we will be shortly conducting a further 6 month experimental consultation on the below measures.

    • The shared use bays in Orange Hill Road, Deansbrook Road and Watling Avenue will be changed from ‘Resident permit holders and Pay by Phone’ to ‘Permit holders and Pay by Phone’ to enable all permit holders, including those with business permits to be able to utilise these bays to visit local amenities.
    • The ‘residents permit only’ bay outside no.35 Abbots Road will be converted to a shared use bay to further assist visitors to the area and increase parking capacity.
    • A single yellow line will be added within a parking bay in Orange Hill Road, which will operate between 8am to 9.30am and 3pm to 4.30pm to further assist with drop off and pick up in this area.
    • Double yellow lines will also be added in Market Lane to enhance road safety due to its narrow width (loading will still be permitted).
    • A loading bay will be added in Deansbrook Road to assist businesses within the parade of shops
    • Various amendments to parking restrictions in the North Road Estate and Brearley Close are to be made

    Following on from concerns raised in relation to non-residential parking it has also been agreed to introduce a new CPZ called Burnt Oak Central (BOC), which is located to the south of BON. You can view details of the BOC CPZ here.

    The operational times of BON will remain the same to reduce the likelihood of the new zone (BOC) causing displacement of non-residential parking into BON.
