Overview

In the autumn we carried out an informal consultation with local residents and businesses on the proposed introduction of Controlled Parking Zones (CPZs) in a number of roads surrounding Barnet Hospital.

During the consultation period, a petition was received from residents of Cavendish Road, Grimsdyke Crescent, Jennings Way and Kings Road EN5, who asked the council to consider extending the CPZ boundary to introduce parking controls in their road. During the consultation period, a petition was received from residents of Cavendish Road, Grimsdyke Crescent, Jennings Way and Kings Road EN5, who asked the council to consider extending the CPZ boundary to introduce parking controls in their road. The Chipping Barnet Area Committee considered the results of the consultation on 19 February 2018 and, based on feedback received, agreed to include Cavendish Road, Grimsdyke Crescent, Jennings Way and Kings Road in the CPZ proposals.

Galley Lane

Additional concerns were raised regarding ‘At any time’ waiting restrictions and 8am to 6.30pm Monday to Saturday waiting restrictions along certain lengths of Galley Lane. As a result, we are proposing to introduce new lengths of ‘At any time’ waiting restrictions at Galley Lane as shown on this drawing (SCR223b). The restrictions mean that vehicles would not be able to park on the yellow lines at any time, although continuous loading and unloading would be allowed for up to 40 minutes as long as no obstruction is caused.

The CPZ gives priority to residents and their visitors, and local businesses if applicable, who must purchase the relevant permit or voucher to park on street during the operational hours of the CPZ. Holders of disabled persons blue badges and motorcyclists are exempt from all parking charges. We have provided more information on how CPZs operate and frequently asked questions here.

Single yellow line waiting restrictions will also be introduced where considered inappropriate, for example, to allow parking across vehicle crossovers. These restrictions would operate between 8am to 6.30pm Monday to Saturday. Double yellow lines would be introduced where parking would not be allowed at any time.

Jennings Way

The parking controls for Jennings Way would operate as a “Permit holders past this point’ parking area where single yellow lines, bay markings and individual bay parking signs would not be introduced in this road, which would instead have the appropriate signs at the entry to Jennings Way. Outside the hours of operation, parking would be unrestricted. However, some double yellow lines may still operate outside of the CPZ hours of operation. Double yellow lines restrict parking at all times and are not signed. Any vehicle parked in contravention is liable to receive a Penalty Charge Notice, issued by uniformed Civil Enforcement Officers who would regularly patrol the area.
