Westcroft Estate Area, NW2 CPZ Statutory consultation

Background

Westcroft Estate sits within the Cricklewood area of Barnet. Last year, in response to concerns about high level ‘non-resident’ parking in the area and in agreement with Ward Councillors, we carried out an informal consultation with local residents on the proposed introduction of a Controlled Parking Zone (CPZ) in the following roads:

  • Besant Road
  • Galsworthy Road
  • Horton Avenue
  • Howard Close
  • Lichfield Road
  • Marnham Avenue
  • Westcroft Close
  • Westcroft Way, NW2

What happened after the informal consultation

Following analysis of the feedback received, the results of the Informal Consultation were reported to the Strategic Director for Environment and approval to proceed to Statutory Consultation was granted on the 28 February 2018. For more information on this decision please click here.

As a result, and after considering the feedback from the informal consultation, we are proposing to implement a CPZ in the Westcroft Estate as shown on the attached plan.

In addition, other points to note are:

  • the proposed layout will also include bus stop re-locations and upgrades on Lichfield Road which are amended versions to what was consulted upon previously. Attached are design drawings for the proposed bus stops:

1) Bus stop accessibility - Lichfield Road (37232)

2) Bus stop accessibility - Lichfield Road (37233)

3) Bus stop accessibility – Lichfield Road (37239)

4) Bus stop accessibility – Lichfield Road (37240)

  • the proposed CPZ would operate between the hours of 8am to 6.30pm Monday to Friday
  • the CPZ gives priority to residents and their visitors who must purchase the relevant permit or voucher to park on-street during the operational hours of the CPZ. Holders of disabled persons blue badges and motorcyclists are exempt from all parking charges. We have provided more information on how CPZs operate and frequently asked questions here.
  • single yellow line waiting restrictions will also be introduced where it is considered inappropriate, for example to allow parking across vehicle crossovers. These restrictions would operate between 8am to 6.30pm Monday to Friday. Double yellow lines would remain be where parking would not be allowed at any time
  • outside the hours of operation, parking would be unrestricted. However, the double yellow lines still operate outside of the CPZ hours of operation. Double yellow lines restrict parking at all times and are not signed
  • any vehicle parked in contravention is liable to receive a Penalty Charge Notice, issued by uniformed Civil Enforcement Officers who would regularly patrol the area.

All relevant comments will be formally considered before a decision is made on whether the proposals should be introduced, and if so, with or without modification. Once a decision has been made we will write to you again to advise you of the outcome.
