Overview

Every child deserves the best possible start in life enabling them to meet their potential. To support children with Special Education Needs and Disability (SEND), additional resources are often needed to make sure they are fully included and make progress. Barnet’s Early Years Special Educational Needs and Disability Inclusion Fund (EY SENIF) enables services to access additional funding for individual children with complex special educational needs and disabilities who may require this additional provision in order to meet their potential.

The Government’s Early Years National Funding Formula consultation took place in 2016 with the results being published on 1 December 2016. This formed the basis of this fund. Please click here to find out more.

This consultation is about how Barnet will implement the new Early Years Special Educational Needs and Disability Inclusion Fund (EY SENIF) that is due to be introduced in the Autumn 2017. The £373,760 fund has been set aside for the EY SENIF to support inclusion of children under 5 in early year’s settings.

We would like to ask your views on the scope, application and decision making process of the new EY SENIF which is outlined in the document entitled ‘Early Years SEN Inclusion Fund (EY SENIF). An explanation of the scope, application and decision making process of the EY SENIF’.

For further information about the EY SENIF and the proposed scope, application and decision making process of the fund, please read our consultation document.

Why we are consulting

In accordance with the Early Years National Funding Formula Operational guide, December 2016, Local Authorities are required to consult with early years providers, parents and SEN specialists on how the SEN inclusion fund will be allocated, as part of the preparation and review of their ‘Local Offer’.

We are particularly keen to hear from you if you:

  • Parent/carer of a child(ren) living in Barnet;

  • An owner, member of staff or governor in a Barnet private, voluntary or independent (PVI) early years nursery;

  • A member of staff or governor in a Barnet school nursery class;

  • A member of staff or governor in a Barnet children’s centre;

  • A registered childminder

We value your feedback and it will be given consideration before the final arrangements are determined.

    We asked for your views on the EY SENIF document which describes how early years settings, who provide the free entitlement for early years provision for children living in Barnet, can access the Early Years SEN Inclusion Fund for children with more complex educational needs.

    You said:

    We received 33 responses to the online consultation. Generally there was a very positive response in terms of the number of participants who agreed with the document. Of the 33 who responded generally the vast majority of participants agreed or tended to agree with various aspects of the document, in particular:

    • what funding can be requested
    • the duration of the funding
    • the application process
    • what guidelines do the decision makers have regard to when considering whether to provide EY SENIF and the extent of EY SENIF.
    • the scope application and decision making process of the EY SENIF for children.

    In addition, a number of suggestions were made in respect of various aspects of the document and were taken into account.

    We did:

    We reviewed all the responses helpfully submitted and made some amendments to the document including the need for the decision makers to provide reasons to the setting when refusing an application. In addition, we noted the importance of the applications, and thought it appropriate that we emphasise that the SEN Team should efficiently process such applications to ensure the young children are appropriately supported. You can read about the full results here. The revised EY SENIF document is available here.
