Overview

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses, and their visitors and customers. These systems are called Controlled Parking Zones (CPZ).


What we are proposing

As you may be aware, we recently carried out an informal parking consultation with the residents of West Hendon WH3 Controlled Parking Zone (CPZ) following concerns of increasing parking pressure on some of the roads in the zone and their request for a review of the existing parking control operation times.

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses, and their visitors and customers. These systems are called Controlled Parking Zones (CPZ).


What we are proposing

As you may be aware, we recently carried out an informal parking consultation with the residents of West Hendon WH3 Controlled Parking Zone (CPZ) following concerns of increasing parking pressure on some of the roads in the zone and their request for a review of the existing parking control operation times.

We have considered all the responses to the consultation and are proposing to introduce changes to the CPZ operational times. These changes can be found below:

The new measures will help reduce parking pressures currently being experienced, by discouraging parking displacement within the zone and reducing parking by non-residents.

There will be no change to the existing disabled bays on the roads.

The measures will also include formalising and making permanent the parking measures that were introduced on an experimental basis in Algernon Road and Vicarage Road as follows:

  • existing 30 minutes free parking operating Mon-Fri 10am-5pm in Algernon Road opposite St John’s Church
  • existing payment parking operating Mon-Fri 10am-5pm at the corner of Algernon Road and Vicarage Road.

We want to hear your views on our proposals. We want to hear from residents, businesses and other properties in the local area.

We have written to all properties in the roads affected by the measures explaining our proposals in full and inviting them to take part in this consultation. Public notices will also be published in the local papers and The London Gazette on 30 November 2023 and site notices will be displayed in the affected streets.

What happens after the consultation closes?

The council will use the consultation findings to inform our final decision. We will publish the results of the consultation, our decision and how we are acting on the results of the consultation on this web page on 29 February 2024.

    We asked

    Between February and March 2023, we carried out an informal parking consultation with the residents and businesses of West Hendon to review the parking situation in the area. This was in response to concerns raised regarding increased parking pressure on the roads within and outside West Hendon Controlled Parking Zone (CPZ).

    Following the feedback to the informal consultation, we conducted the statutory consultation on proposals to introduce changes to the operational times on the following roads in the CPZ:

    • Algernon Road
    • Audley Road
    • Bertram Road
    • Dartmouth Road
    • Montagu Road
    • Park Road
    • Vicarage Road


    You said

    We consulted approximately 700 properties as part of the statutory consultation, receiving 29 responses which included objections, comments and suggestions as follows:

    • those objecting to the changes mentioned that the existing operational times are adequate, and the changes would affect parking for their visitors
    • many respondents supported the proposed waiting restrictions (double yellow lines) at the road junctions, stating they would improve road safety
    • several respondents indicated they would not mind the changes provided the parking controls are enforced, especially during late hours
    • those in support of the proposals felt the changes would reduce parking pressure on their road
    • respondents requested traffic calming measures in the area to improve road safety, especially for school children and other vulnerable road users.

    We did

    We will now consider the response to the statutory consultation and decide on whether to proceed with the proposals.

    We will write again to the previously consulted residents and respondents to inform them about the outcome once a decision has been made, and we will publish the decision on this webpage.
