Overview
In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses, and their visitors and customers. These systems are called Controlled Parking Zones (CPZ).
What we are proposing
As you may be aware, we recently carried out an informal parking consultation with the residents of West Hendon CPZ (WH3) following concerns of increasing parking pressure in some of the roads in the zone. They had requested a review of the times of operation for the existing parking controls. Representation had also been received from neighbouring roads which are outside the controlled zones, requesting introduction of parking controls.
Officers and West Hendon Ward Members have considered the feedback to the informal consultation and have agreed to introduce a Permit Parking Area (PPA) in Edgeworth Close, Neeld Crescent and Rundell Crescent, to address the concerns of residents from these roads. The Permit Areas will be identified by ‘Resident Permit Holders Parking Only Past This Point’ signs at the entry to each road. You can view the plans of the proposal below:
Most respondents from Neeld Crescent and Rundell Crescent indicated they would prefer parking controls to operate for one hour during the morning, Monday to Friday. Most respondents from Edgeworth Close preferred controls to operate all day (from 8.30am - 4.30pm) Monday to Friday.
The parking controls will have signs indicating that parking past the entry is for resident permit holders only. In this arrangement resident permit holders can choose where to park in the permit area provided it does not cause obstruction. This gives more opportunities to resident permit holders. It also minimises use of signs and road markings which helps to reduce their impact on the streetscape.
There will be marked dual-use bays for payment / resident permit holders only parking as well.
Officers are also developing proposals to review the operational times for some roads in West Hendon Zone WH3 and the statutory consultation will be commencing shortly.

We have hand delivered consultation letters to all the properties on the affected roads explaining our proposals in full and inviting them to take part in this consultation. Public notices will also be published in the local papers and The London Gazette of 28 September 2023 and site notices will be displayed in the affected streets.
