Overview

We are consulting on a draft School Streets Permit and Exemption Policy.

A School Street is a scheme where restrictions on roads outside a school prohibit unauthorised motorised vehicles from entering during school drop off and pick up times. This is achieved by making the roads a pedestrian and cycle zone and by installing the appropriate traffic signs.

The schemes aim to create a safer environment for those travelling to and from school as well as helping to tackle air pollution and promote active travel. It links closely with our Corporate Plan of caring for people, our places and the planet.


Why do we need a School Streets Permit and Exemption Policy? 

Over the last two years, we have already delivered a number of experimental School Streets. However, it has been identified that in order to help schools, residents and businesses understand how a School Streets scheme operates, we require a clear policy which clearly states the exemptions and who can be allocated a permit. So we have developed a draft Schools Streets Policy.

The aim of the policy is to make the exemptions and permits associated with School Streets schemes clear to the public.

What happens after the engagement closes? 

We will use the consultation findings to inform our final decision. We will publish the results of the consultation, our decision and how we are acting on the results of the consultation on this web page in January 2024.

Any live School Streets schemes which are delivered or have had previous engagement will require their permits and exemptions to follow the new proposed policy.

    The aim of the policy is to make the exemptions and permits associated with School Streets schemes clear in order to help schools, residents and businesses understand how a School Streets scheme operates.


    You said

    We received 84 responses to our online questionnaire. 59.52% of people either strongly agreed or tended to agree, 35.72% strongly disagreed or tended to disagree and 4.76% neither agreed nor disagreed with the policy.


    Comments made on the draft policy consultation included:

    • information on whether permits are free / when school streets will operate
    • displaying signage for school streets
    • Taxi access
    • school staff requiring access through restrictions due to their contracted hours of work
    • causing further congestion on neighbouring roads.


    We did

    We have included further information regarding permits and highlighted the signage used in the final policy. Hackney Carriages (Black Cabs) will now be exempt from school street restrictions. Furthermore, we are approving the implementation of permits for permanent school streets on an initial 18-month trial basis.
