We would like your views on our proposed changes to Barnet’s Neighbourhood Community Infrastructure Levy (NCIL) arrangements.
Background
The council currently collects money from developers through the Community Infrastructure Levy (CIL). This is a charge based on the floorspace of new developments. Legislation allows 15% of CIL monies to be used as Neighbourhood CIL and spent on infrastructure or 'anything else that is concerned with addressing the demands that development places on an area'.
A portion of Neighbourhood CIL is allocated to Area Committees and we wish to consult with local communities on how Neighbourhood CIL monies are spent.
The other portion of Neighbourhood CIL is allocated to the Road Safety & Parking fund and managed by the statutory officer, Director for Highways & Transport.
What we are proposing
We have developed a set of new proposals on how Barnet’s Neighbourhood Community Infrastructure Levy (NCIL) could be administered in Barnet in the future which we would like your views on.
The proposals are summarised below:
- Allocation of Neighbourhood CIL to Area Committees based on the population within the Area
Neighbourhood CIL has previously been allocated equally to each of the three Area Committees. The council are proposing to allocate the funding based on the population within the Area. We believe that this is a more equitable allocation method, and we will be undertaking an Equalities Impact Assessment in addition to this consultation.
- Broadening how Neighbourhood CIL may be spent.
As well as spending on infrastructure we wish to include spending on ‘anything else that is concerned with addressing the demands that development places on an area’. We believe that this will enable council to consider a wider range of schemes and unlock more community benefits
- Focusing on four priorities for each Area Committee to consider for Neighbourhood CIL spending:
- Community Engagement
- Sustainability
- Community Safety
- Public Health
The Area Committees want to hear from Barnet’s communities to ensure that the use of Neighbourhood CIL funding matches priorities expressed by local communities “at the neighbourhood level”. Further resident engagement will be roiled out if the proposals are adopted to help develops each Area Committee's priorities further and what communities put forward as important to them going forward.

What happens after the consultation closes
