Background

The council advises and assists local communities in the preparation of their Neighbourhood Development Plans. A Neighbourhood Development Plan is a statutory planning document setting out general planning policies for the development and use of land in a neighbourhood. The council is also responsible for approving the designated areas for the plans and designating Neighbourhood Area Forums to develop the plans.

We have received an application for a new Mill Hill Neighbourhood Area and Forum designation. This has been submitted in accordance with the Town and Country Planning Act (1990) and the Neighbourhood Planning (General) Regulations.

What are we consulting on

As part of this application process the council is now consulting with residents and other interested stakeholders. The following documents have been submitted by the Mill Hill Neighbourhood Forum:

If the council approves the application, the Mill Hill Neighbourhood Forum will be able to prepare a neighbourhood plan for their neighbourhood area.

Any responses generated by the publicity will be considered in advance of formally designating the Area and Forum by the council at a future Planning Committee. Only if the applications are agreed by the council, the Neighbourhood Forum can then produce a Neighbourhood Plan for the designated Neighbourhood Area. All comments on the Applications will be made publicly available.

    The application generated a largely negative response (46 objections, eight supporters and four neutral). Objectors highlighted concerns about the proposed constitution and the Forum not being truly representative of the area.

    The application was withdrawn from the Strategic Planning Committee meeting on 22 June 2020 and therefore is no longer being considered.
