Meadway area EN5, Proposed Controlled Parking Zone (CPZ)

Overview

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses and their visitors and customers. These systems are called Controlled Parking Zones (CPZ).

At present, roads in the Meadway area (EN5) offer free, unrestricted parking, making it a desirable location for commuters. In February 2018, following residents’ complaints in relation to the regular occurrence of commuter-type parking and subsequent difficulties, we conducted a parking survey to assess the current demand for parking in the area. The survey and on-site observations indicated that non-residential parking occurs on a regular and frequent basis, during the working week.

The results of the survey were reported to the Chipping Barnet Area Committee in April 2019, where approval was given to conduct a consultation on a proposal to implement a Controlled Parking Zone (CPZ) in local roads which would help alleviate parking pressures and improve the free flow of traffic in Meadway area.

Whilst we appreciate that not all residents will be familiar with non-residential parking outside of their property, in terms of CPZ, it is unrealistic to look at one particular road in isolation due to the likely transfer of parking. Therefore, we have included the surrounding roads in the proposed Meadway CPZ.

CPZ Proposal

We are proposing to implement a Controlled Parking Zone (CPZ) operation between the hours of 10-11am and 2pm-3pm, Monday to Friday.

The proposals are shown on the attached plan.

  • No Waiting Monday to Friday 10am-11am and 2pm-3pm
  • Resident permit holder only parking bays, Monday to Friday 10am-11am and 2pm-3pm
  • Double yellow lines continue to operate outside of the hours of operation. Double yellow lines restrict parking at all times and are not signed
  • Any vehicle parked in contravention is liable to receive a Penalty Charge Notice, issued by uniformed Civil Enforcement Officers who would regularly patrol the area.
